I have seen this cane (and maybe question) before, perhaps on the same piece, within the last couple of years. No one seemed to know who made it. My feeling is 'unknown French factory'.

   I liked the paperweight but with out being sure who made it I felt the price was too high. I was hoping for the seller to lower the price if it had not sold.  I too thought I had seen it before
but I could not pinpoint where.
