St. Louis Cameo Cut Vase

Hello Members!
I purchased this vase at a local estate last week and I thought this might be an old St. Louis or Baccarat crystal cameo vase.  As I was cleaning it today I found a mark on the base and am asking this board if they may know anything about it.  Would this signature be the "master cutter?"

Very Nice
Pretty sure that particular base was only used by Baccarat
As for the marks they are odd and I've never seen them before -they could be anything - the date's about right but probably not a cutter as the base was probably added after (pre retail-sale but after cutting).
