Possible old English weight ?

Can't give any sizes or better pictures, a friends photo's and weight, looks old to me  ;D

I have had a couple of similar pieces mounted on a wood plinth...both were Richardson bottle stoppers with broken shafts.  This looks like a Richardson piece from the canes.
