Intricately Cut Handled Nappy

I almost passed on this piece at the thrift store simply because it had a decent amount of wear to the gold trim but the cutting work won me over. I would really like to find out who made this highly detailed piece. My initial impression was Bohemian while another person thought possibly Italian. Can anyone here point me in the right direction? Thanks! This piece measures 5 1/2" in diameter and 1 1/4" tall to the top of the plate, not the handle. Has a nicely ground and polished base / pontil mark.

Someone in another group suggested it might be Lobmeyr. Anyone with some familiarity with that glass have any thoughts? Any recommendations on good online refer4ences for their glass?
