Wouldn't call it sommerso, which is the layering of one  colour on another, whereas this vase just has one solid block of colour- which is cased in clear glass- from what I can see.
As for maker or even just place of origin, it's very difficult to  give an attribution to this style of glass. You see a lot of them around, but seldom with cast iron attributions. Murano is certainly a possibility, but the Japanese also made glass in this style ( and they did like red!) and I'm sure there are other countries that could be possibilities.
