Stuart cut glass - ashtray?

Is this an ashtray?  It has an indentation along the top of the knop that a cigarette might fit into and rest on.  Or is it a lid of some kind?  Its only 4" diam. and IMHO wouldn't be safe to rest a lit ciggy on.  Marked Stuart England on the underside edge just below the rim.
