Sorry Keith, but it's not Strathearn, because as far as I know they never made weights with central sections like that.
From my own knowledge, backed up heavily with info from the book The Complete Guide To Perthshire Paperweights, I would say that most of the features tie in with a Perthshire Paperweights PP1 design. But the fire polished base indicates pre-1978, after which the base was hollow ground. But if the central cane is a "T" then that would indicate one of their less common "letter canes" (normal used in only a few designs) denoting a date of 1988. And that does not fit with the base finish. Also the post-78 pattern differed by having an outer ring of twists and then a ring of canes.
PP2 design could fit except, again, for the base which after 1978 was hollow ground.
I seem to remember a "gavel" cane being mentioned by somebody at a paperweight club meeting. Whether this is one of those, I can't say.
Needs somebody with a better understanding of the many variations of Perthsire Paperweights designs and specials to sort this one out.
