sorry - can't help remotely with id/attribution, but................
occurs to me to wonder if the type of vegetation (if we knew what it is) could give some sort of clue as to origin.
The style of decoration looks to be imitating acid cut back - i.e. where the pattern in relief appears shiny, and the frosted background appears lower - however, it's possible this example has been made in a mould. In much older pieces, the non-patterned areas of the glass would have had prolonged exposure to acid to create the reduced height of the frosted area.
hope someone is able to help you, but in the meantime if possible please post a picture of the underside of the base - this can sometimes provide information about the method of manufacture - for example it may help to indicate age by the presence, or otherwise, of wear.
