that foot reminds me a bit of a Legras cameo vase I have and also an Emile Galle one I've seen.
I wonder if it might be French?

actually, having checked my Legras vase,  I've just remembered what it reminds me of  ::) 
a vase/powder pot I have that I think is Webb Corbett agate flambe.

The base/small curved foot is similar although the pontil mark on mine is much larger.
I'll try and find a pic of it on here and link it

I took a photo of a blue glass vase in a similar shape (as though someone had pushed down the neck into the body slightly if you see what I mean?) in the V & A I think.  I think it was under British Glass, which is what made me look at my other pieces to find that foot (because I'm pretty sure that piece is Webb Corbett).

However ... much to my dismay, whilst I was at the V&A I was able to use their computer to search for glass under the museum code they had set next to each piece, but once I got home I found I was unable to do so!  Really annoying as I carefully took pics with the numbers showing so I would be able to do so once home.

I'll try and find the picture and double check it was under British Glass.

The blue vase I am thinking of (though have no idea by whom it was made) is on the shelf of British glass where they name makers (but only generally rather than specifically to each museum number). In the list they give for that shelf they also include 'Webb& Sons',which might have been what prompted me to look at that Flambe bowl as that has similarities with the foot on yours (Although Webb & sons is not Webb Corbett)
