It is definitely Scottish, and from the Ysart school.
The harlequin canes around the edge look rather busily and colourfully Perthshire, as do the neat, tight sworls, but the button on the base over the pontil scar, I think, is inconsistent with Perthshire and would suggest Monart or Vasart. My guts would go with Monart, because of the more sophisticated Perthshire looking canes and sworls.
Strathearn would/should have had the leaping salmon logo impressed into the button.
It's too bright and tight, (to me) for Vasart.
You may need a proper Ysart collector to find out which maker exactly. I'm just an interested onlooker.
