hi - is this opaline glass? - there are plenty of domestically related items which are simply coloured glass that are opaque - they allow either very little light to pass through, or none at all. Having said that I'm no expert on opaline, and could well be wrong.
Bearing in mind the domestic importance of such lamps - from early in the C19 and into the C20, then suspect these were made in most countries. But - having just looked in the English text reproduction catalogue issued by Silber & Fleming - published originally some time c. 1881 (modern publication 1990) - it does seem that the only non-British manufacturing country mentioned in this catalogue, for these lamps, is Bohemia - so my money would be on that part of the Continent............... but of course that's not to say it couldn't be French in origin - just my opinion. Sometimes an idea of origin might be indicated by the type of painting or decoration, but again I'm not really into these things, and others might have a better idea.
Whether this is a period piece or later copy I've no idea - if C19 then somewhere in the last quarter might not be an unreasonable guess.
